The 55-hectare/136.5 acre parcel known as the Garden City Lands was property of the federal government for a century. It was formerly used as a transmitter site for program requirements of the Canadian Coast Guard. Fisheries and Oceans Canada (DFO), the custodial department, declared the property no longer necessary for program purposes in 2001. In December, 2002, the Government of Canada announced its intentions to transfer the property to CLC.
In 2005, the City of Richmond, Musqueam First Nation and Canada Lands Company reached an agreement to divide ownership of the Garden City Lands. The property is currently in the Agricultural Land Reserve (ALR) and will require removal from the ALR and rezoning to realize the land division and to produce a detailed and responsive proposal to serve Richmond’s growing population with new services, amenities and provide a net benefit to agriculture.
CLC has developed projects across British Columbia, in Burnaby, Chilliwack, Kelowna and Vancouver. CLC's Garrison Crossing development in Chilliwack, for example, was recognized with a “Best Master Planned Development” award from the Urban Development Institute.
